Another day, another tariff.
President Donald Trump is threatening to place 50% tariffs on cars and trucks from Canada beginning January 1, 2027 after negotiations failed on Friday.
Tensions began with Trump’s 50% tariffs on roughly $20 billion of Canadian goods (wine, dairy, cement, hockey equipment, etc.) in effect as of Saturday, August 22. Canadian Prime Minister Mark Carney responded by announcing tariffs on select US products beginning September 8, suspending trade talks and threatening to match US tariffs “dollar for dollar.” This is a rapid development, as just days ago, Canadian officials seemed hopeful that a deal was close to complete.
This is an unfortunate turn of events for Canada. The Canadian dollar was at a two and a half month high against the US dollar after President Trump stated that he was putting a pause on the new tariffs due to the hopes of a finalized deal. The loonie slid again after talks collapsed.
I know what you’re thinking… why can the president still do this after the IEEPA tariff fight and the refunds that followed? The administration is using older statutes the courts did not wipe out:
Section 232 of the Trade Expansion Act of 1962 (national security): If a specific import threatens national security, the president can add tariffs or quotas. That is the authority for the current 25% Canadian auto tariffs and 50% steel and aluminum tariffs.
Section 338 of the Tariff Act of 1930: If a country discriminates against US commerce relative to other countries, the President can add duties of up to 50% with no formal agency investigation. (Currently being used for Saturday’s tariffs)
The talks died over several last minute issues: a disagreement on whether Canadian medium/heavy trucks would be included in the trade deal, weakened French language protections, provisions to impede Canadian trade deals with other countries, and exclusive access to Canadian critical minerals.
Carney is most likely afraid to make concessions due to rising Canadian nationalism.
Opinion:
Canada depends on the US market much more than the US depends on Canada. Exports to Canada are only 1% of the US GDP, while products exported to the US were about 16% of Canadian GDP. Canada is a trade satellite of the United States. The US is Canada’s largest customer, largest supplier, and the market for most of its oil and cars. The United States is a continental economy that happens to buy a lot of Canadian energy and auto parts. That is why a tariff war is an existential problem in Ottawa and a bargaining chip in Washington.
However, the US would not completely avoid pain from a prolonged trade war. US auto plants rely heavily on Canadian auto parts. The economy in many northern states, like Michigan, depends on their auto industry to put food on the table.
According to Trump himself, “WE DON’T NEED CANADA, THEY NEED US!”
Who do you think will fold first?
